DFARS 7012 isn't.

The third-party assessment requirement was suspended in July 2026. The clause in your contracts was not. You now sign the compliance affirmation yourself, and nobody checks it until a prime contractor or a contracting officer asks for your System Security Plan.

Export-controlled technical data on an on-site server with rotated backups is exposure that exists today, regardless of what happens to CMMC.

What you get

The enclave

Dedicated virtual servers, your own Active Directory domain, your own network segment and your own encryption keys. No operating system is shared with another client. FIPS-validated encryption in transit and at rest. Supports CAD, MATLAB, optical design and engineering software, including GPU-accelerated workloads.

The documentation

A Customer Responsibility Matrix covering all 110 requirements, a System Security Plan extract for your environment, and the evidence behind both. When a prime asks for your SSP, you have one. When you sign the annual affirmation, something stands behind it.

Cost recovery

Compliance infrastructure is an allowable indirect cost. On SBIR and cost-reimbursable work it goes into your overhead rate and is recovered on your next award. Your net cost is a fraction of the sticker price, and a fraction of a single Phase II.

What we handle, and what stays yours

Of the 110 security requirements in NIST SP 800-171, our Customer Responsibility Matrix allocates 81 to CloudOwner, 22 as shared, and 7 to you.

We are direct about the last two columns, because those are what actually determine whether you pass. An enclave alone does not make a contractor compliant, and any provider who tells you otherwise is selling you a problem for later.

Ours: boundary protection, encryption, logging and retention, patching, vulnerability management, backup, physical security, configuration management.

Shared: multi-factor authentication, account provisioning, incident response, security assessment, personnel screening.

Yours: awareness training, CUI marking, your own endpoints, your System Security Plan and your affirmation.

Pricing

From $425 per user per month, plus a one-time onboarding and migration fee. Pricing is based on contracted capacity rather than metered consumption, and scopes to the number of people who actually touch controlled data — which is usually fewer than your headcount.

A ten-person enclave runs roughly $50,000 a year. Building the same environment yourself typically runs $60,000 to $120,000 in the first year, and you are the one operating it.

Who operates it

CloudOwner LLC is based in Long Beach, California. We own the hardware — this is not resold public cloud, so we can tell you exactly which machine your data is on and who has touched it. Equipment is housed in locked cabinets in a Fremont, California colocation facility. Data is stored and processed in the United States only.

Every administrator with access to the environment is a US person as defined in 22 C.F.R. § 120.62, and is screened before access is granted. For contractors holding ITAR-controlled technical data, that commitment is written into the services agreement rather than described on a website.

Our System Security Plan and Customer Responsibility Matrix are available for review under a non-disclosure agreement, and we will speak directly with your assessor.
